Wind’s a damn beast, but you can beat it. First, dig a shallow pit and line it with flat stones – the ridge will act like a shield. Put your tinder in the center and blow it from the side, not from the front; that way the gusts hit the stone wall instead of the flame. Wrap a few dry grass bundles in burlap or an old shirt – it blocks the wind and keeps the spark from dying. Keep your matches or lighter out of the wind by holding the flame against a stone or a piece of wood; the surface will keep the flame from leaping away. And remember, a good fire needs a steady supply of dry tinder; if you’re running out, just pause, let the wind die down a bit, then push again. No fancy tech, just smart use of what the ground gives you.
